And she's looking for a way out. The Milwaukee woman was one of 10 people picked up for prostitution in Brown County during a three-day crackdown that ended early Sunday.

Other arrests of prostitutes and traffickers were made in Appleton, Fond du Lac, Oshkosh and Milwaukee. Nationally, underage victims were rescued and "pimps" arrested in cities during an initiative dubbed " Operation Cross Country IX ," the Federal Bureau of Investigation announced Tuesday.
Nine juveniles were rescued in Milwaukee — the third largest of any city other than Denver and Detroit. The year-old picked up in Brown County had been dropped off at a discount motel along Interstate 41 in Ashwaubenon to meet a man — a police officer — who had answered her online ad selling sex.

The woman was driven to the motel by a year-old Milwaukee man police said was her pimp. He was arrested as he headed to a nearby restaurant. As one team of officers focused on the man, others tried to convince the woman to accept help. Deputy Tracy Steffensa year police veteran, led the scantily-clad woman into a couch inside the sheriff's department.

As other officers, two Brown County crime analysts and a Press-Gazette Media reporter watched on video from another room, Steffens removed her bullet-proof vest, offered the woman a soda and a blanket and encouraged her to talk about her life.
The simple act of kindness surprised the woman. But in the next half hour, she opened up, telling Steffens about the crack-addicted mother, the violence, the pregnancies. Before meeting strangers for sex, she'd get some marijuana and smoke herself "into oblivion," she told the deputy.

Trust is often a big issue for the women who engage in prostitution, said Sheriff's Lt. Jim Valleywho headed the local operation. Pimps might force women to work seven nights a week, using drugs or violence to keep the women in line. The money that changes hands helps fuel the drug trade in the community. Because the women have few other options, police have realized that arrests will seldom convince them to leave prostitution.
One of the woman picked up Thursday was charged with prostitution a month earlier in Appleton. She's Another has a range of petty cases that indicates an addiction issue, and financial struggles.

Officers in last week's crackdown used a different approach: Women who cooperated were given a canvas bag of supplies indicative of a fresh start. Each bag, provided by an anti-trafficking group called Eye Heart Worldcontained a blanket, socks and toiletries and was deed to convey a message that someone cares. Nationwide, the youngest victim was 12 years old. The victims who were rescued include three boys and three transgender youths. It is the ninth year that the FBI has conducted a national operation.
